He spent six years as a Canyon County deputy prosecutor ultimately serving as Chief Civil Deputy. Carl also spent seventeen years as an insurance defense attorney in private practice. He has extensive knowledge in numerous areas of public entity law including employment\, law enforcement\, policies\, contracts\, and governance.
